In precedenza, Cate è stata project officer al World Movement for Democracy, dove era funzionario di collegamento tra gli attivisti per la democrazia e i borsisti in Europa Centrale e Orientale e in Eurasia, e gestiva gli sforzi di comunicazione elettronica del Movimento.
